Southeast State Prison Overview

Southeast State Correctional Complex, often shortened to SSCC, is operated by the Kentucky Department of Corrections. It is a medium-security state prison in Wheelwright and is physically located in Floyd County. It is not a Floyd County Detention Center unit, not a sheriff roster, and not the first stop for most new county arrests.

The DOC facility page lists Warden Jacob Bruce, ADA coordinator Tracy Henegar, and a state prison address in Wheelwright. Kentucky leased the property to operate it as the thirteenth state prison in the Commonwealth, and the official page says the institution opened in September 2020. The campus covers 111 acres and has nine buildings, including dormitories, administration, education, visitation, and gym space.

The practical search distinction is simple. If a person was just arrested in Floyd County, start with Floyd County Detention Center. If the person has been sentenced to Kentucky DOC custody or appears to be housed at SSCC, search through KOOL and confirm the current institution on the DOC profile.

SSCC Population and Budget

The DOC page lists a population figure of 621 for Southeast State Correctional Complex. It also lists 245 total staff, an annual operating budget of $17.4 million, an annual cost per inmate of $47,671, and a daily cost per inmate of $75.20. Those figures describe the state prison population and budget. They should not be mixed with Floyd County Detention Center's weekly jail count.

How to Search SSCC Inmates

Use Kentucky Online Offender Lookup, known as KOOL, for Southeast State Correctional Complex inmate lookup. KOOL is the statewide DOC locator for sentenced offenders and supervision records. It is the correct tool for SSCC because the prison holds sentenced state prisoners. It is not a county jail booking roster and may not show a person who was just arrested in Prestonsburg or elsewhere in Floyd County.

1. Open KOOL and search by last name and first name first.
2. Add a middle name, alias search, photo-only filter, or other available filter if the name is common.
3. Open the matching profile and confirm the current institution is Southeast State Correctional Complex.
4. Check conviction county, DOC number, offense, sentence, and release or parole details where public.
5. If the profile is not found, use Kentucky VINE for custody notification support or call DOC contacts for routing.

SSCC Address and Warden

Use the prison address and phone for facility-specific questions about approved visitation, emergency messages, mail routing, and official contacts. For court records after a Floyd County arrest, use the court clerk instead. For county jail custody, use Floyd County Detention Center.

SSCC Visiting Schedule

SSCC visiting is a state prison process. The SSCC visiting information page says regular visits are two hours and must be scheduled in advance. It also lists visitor limits, arrival windows, parking rules, dress code rules, allowed items, attorney-visit contacts, and video-visit instructions. Contact visits allow no more than three visitors, and a child who can walk counts as one visitor. Controlled visits allow no more than two visitors.

Qualifying visitors traveling more than 150 miles may request one extended four-hour visit per quarter. Visitor vehicles must be secured with windows up, doors locked, trunk locked, and sunroof closed and locked. An unsecured vehicle can end the visit. Dress must fit a correctional setting: shoulders, cleavage, and midriff covered, footwear required, and no revealing, see-through, excessively tight, gang-related, or offensive clothing.

SSCC Securus Video Visits

Video visitation at Southeast State Correctional Complex uses Securus. The visiting page says video visits require visitor pre-approval and must be scheduled at least 48 hours in advance. Video visits do not count against the regular in-person visit limit, but they are recorded and monitored except for attorney visits.

Because video visits use a vendor process, approval and scheduling should be handled before the visit date. Select the scheduling option in the Securus account, choose the incarcerated person, and confirm that the visitor is approved. A visitor who schedules without approval may not be allowed to connect, and a visit can still be denied for rule violations.

Use those rules for SSCC only. Floyd County Detention Center has a separate local jail process and no confirmed official online schedule in the research.

SSCC Mail Phone Emergency

The SSCC general inmate information page says inmates cannot receive outside calls. The inmate must call out, and calls are collect with the recipient responsible for charges. For an emergency, call 606-452-6300, dial 0 for the operator, and ask that the shift supervisor on duty be notified. That is a prison emergency-message route, not a way to speak directly with a prisoner.

Mail should use the prison's official address and the person's full committed name and DOC number when available. Do not send prohibited items, altered materials, or packages unless DOC rules permit them. When money is involved, verify the current DOC-approved deposit method before paying a vendor.

SSCC Programs and Reentry

SSCC has far more official program detail than the local county jail. The SSCC inmate programs page lists evidence-based, life skills, substance-abuse, education, vocational, and college options. Program offerings can vary with resources and population needs, so an individual prisoner's eligibility still depends on DOC classification and facility availability.

Program participation is separate from public inmate lookup. KOOL can identify a DOC profile, but program status and eligibility are prison and DOC classification matters.

SSCC Versus Floyd County Jail

Floyd County has both a local jail and a state prison, so the phrase inmate population can point to two different systems. Floyd County Detention Center holds local pretrial detainees, short-sentence inmates, some state Class D inmates in a county jail, parole violators, and other local custody categories. Southeast State Correctional Complex holds sentenced male state prisoners under Kentucky DOC authority.

When a person disappears from a county jail search path, ask whether they were released, moved to another jail, or transferred to DOC. Once the person is in DOC custody, KOOL is the better source than a Floyd County jail inquiry. For court charges after a local arrest, the Floyd County court docket and clerk remain separate from both custody systems.
