The Floyd County Inmate Population
The Floyd County inmate population is not one list. The local county jail count comes from Floyd County Detention Center in Prestonsburg, while the state prison population in the county comes from Southeast State Correctional Complex in Wheelwright. The jail holds local arrest custody, short sentences, court holds, Class D inmates held in county jail, controlled-intake inmates, parole violators, and other local custody groups reported to the Kentucky Department of Corrections Weekly Jail reports. The state prison holds sentenced male prisoners in Kentucky DOC custody.
That split matters for every search. A person arrested by the Floyd County Sheriff's Office, Prestonsburg Police, Kentucky State Police, or another local agency may be booked into the county detention center first. A person sentenced to state custody may later appear in Kentucky Online Offender Lookup, often called KOOL, instead of any county jail channel. Federal and immigration custody use national tools, not a Floyd County jail roster.
Floyd County Inmate Population Statistics
The most useful current jail count in the research is the Kentucky DOC Weekly Jail Report dated June 4, 2026. That report lists Floyd County Detention Center with 112 total jail beds and 90 reported inmates, or 80 percent of capacity. The same source reports 22 beds under capacity, 10 Class D inmates, 2 community-custody eligible inmates, 6 controlled-intake inmates, 4 parole violators, and 0 federal inmates. For the state prison side, the official Southeast State Correctional Complex DOC page lists population and capacity as 621.
| Measure | Figure | Source / Date |
|---|---|---|
| Floyd County Detention Center rated capacity | 112 beds | Kentucky DOC Weekly Jail Report, June 4, 2026 |
| Floyd County Detention Center reported population | 90 inmates | Kentucky DOC Weekly Jail Report, June 4, 2026 |
| Capacity use | 80 percent | Kentucky DOC Weekly Jail Report, June 4, 2026 |
| Federal inmates in county jail report | 0 | Kentucky DOC Weekly Jail Report, June 4, 2026 |
| Southeast State Correctional Complex population/capacity | 621 | Kentucky DOC SSCC facility page |
The Kentucky DOC Weekly Jail index is the public route for county jail reports. The manifest screenshot from that source shows where the weekly files are posted, and the surrounding records help place the Floyd County jail count in statewide context.

Use the weekly jail report for local jail capacity and population figures. Use the DOC facility page for SSCC prison numbers.
Floyd County Inmate Population Trends
Floyd County's jail count has moved sharply over a short period. Kentucky DOC weekly data reported 201 inmates in the 112-bed Floyd County jail on September 21, 2023, which was 179 percent of capacity. The June 6, 2024 report still showed crowding, with 149 inmates and 133 percent capacity use. By June 5, 2025, the count had dropped to 93, and by June 4, 2026, it was 90. Those figures show why a single old roster snapshot or news report can mislead a family trying to understand current custody.
| Date | Jail Beds | Reported Population | Capacity Use | Note |
|---|---|---|---|---|
| Sept. 21, 2023 | 112 | 201 | 179% | Severe overcrowding in DOC data. |
| June 6, 2024 | 112 | 149 | 133% | Still over capacity. |
| June 5, 2025 | 112 | 93 | 83% | Below capacity. |
| Jan. 15, 2026 | 112 | 87 | 78% | Below capacity. |
| June 4, 2026 | 112 | 90 | 80% | 0 federal inmates reported. |
Local news gives more context, but official counts should carry the data. WYMT reported in 2021 that the 112-bed Floyd County jail held 156 inmates and was around 140 percent of capacity. Later DOC reports show the population falling below capacity. That does not prove why the count fell. It does show that Floyd County jail population data is time-sensitive.
Floyd County Jail Custody Makeup
The June 4, 2026 weekly report breaks the county jail population into 74 secure male inmates, 13 secure female inmates, 2 non-secure male inmates, and 1 non-secure female inmate. It also lists custody categories that are easy to confuse with new arrests. Class D inmates are a Kentucky jail population category tied to certain state felony sentences. Controlled intake is a DOC population-management category. Parole violators are held because of alleged parole violations, not just a new local charge.
- Class D inmate
- A Kentucky felony category often housed in county jails under state rules.
- Controlled intake
- A Kentucky DOC category used when state-prison intake is being managed.
- Detainer
- A hold from another agency that may keep a person jailed after local bond is set.
- Remand
- A court order returning a person to custody.
SSCC demographics describe a different population. The state prison page reports 30 percent Black inmates and 70 percent White inmates, plus 245 staff and a $17.4 million annual operating budget. Those figures describe sentenced state prisoners at the Wheelwright prison, not the Floyd County Detention Center jail population.
Laws for Floyd County Inmate Records
Kentucky public-record law starts with the agency that keeps the record. Jail booking and custody records begin with the jailer or detention center. Warrant and civil process records begin with the Floyd County Sheriff's Office. Court records after an arrest begin with the Floyd County Circuit Court Clerk because the Kentucky Court of Justice says the Administrative Office of the Courts does not keep trial court case files as the record custodian.
Key Kentucky rules:
KRS 61.870 defines public records and official custodians under the Open Records Act.
KRS 61.872 gives Kentucky residents the right to inspect nonexempt public records.
KRS 61.878 lists exemptions that can apply to active law-enforcement, juvenile, sealed, or privacy-protected records.
KRS Chapter 441 governs jails and county prisoners.
501 KAR 3:140 sets prisoner-rights procedures for full-service Kentucky jails that house state prisoners.
Search the Floyd County Inmate Population
No official Floyd County Detention Center online roster was located in the sheriff site, Kentucky DOC sources, or other official local sources reviewed for the research file. That absence should shape the search. Do not wait for a web list to update if the arrest just happened. Call the jail first, then use state and court systems to check whether the person was released, transferred, sentenced, or scheduled for court.
- Call Floyd County Detention Center at 606-886-8021 with the person's full legal name and date of birth if known.
- Ask whether the person is currently housed, recently released, transferred, or held on another agency's order.
- Use Kentucky VINE for custody notifications and status checks.
- Use Kentucky Court of Justice dockets to find court dates after the case opens.
- Use KOOL if the person has been sentenced or moved into Kentucky DOC custody.
The sheriff's website names Sheriff John Hunt and links users to VINE and court dockets, but it does not publish a jail roster. The jailer contact in local directories is Steve Little. For warrants, the sheriff's warrant route is separate from jail custody: call 606-886-6711 or go to the Civil & Criminal Division at the Floyd County Court House.
Floyd County Inmate Lookup Fields
Because no official public Floyd County jail roster was found, there are no public online last-name, first-name, booking-number, or facility fields to describe for the county jail. Phone and in-person lookup fields are practical identifiers, not web form boxes. KOOL has its own search fields for sentenced DOC offenders.
| Channel | Field | Use | Notes |
|---|---|---|---|
| Jail phone inquiry | Full legal name | Primary | Spell the name and provide date of birth if known. |
| Jail phone inquiry | Arrest date or agency | Helpful | Useful for recent arrests or transfers. |
| KOOL | First, middle, and last name | State DOC lookup | Use for sentenced offenders, not new county bookings. |
| KOOL | Photo-only and alias options | Optional | Research snippets show photo and alias filters. |
| Court docket | County, division, date, courtroom | Court schedule | The docket is not an official docket and can change. |
What Floyd County Inmate Records Show
A direct jail inquiry may confirm only what staff can release by phone. Written booking records, if releasable, may include the booked person's name, booking date, arresting agency, charges or holds, bond status, court date, release or transfer status, and sometimes a booking photo. Formal filed charges should be checked through court records because a booking charge can change after prosecutor review.
| Field | Floyd County Finding |
|---|---|
| Name | Not searchable in an official Floyd roster found during research; ask jail staff if releasable. |
| Booking number | No public official roster field located; ask whether one is needed for records, mail, or commissary. |
| Mugshot | No official Floyd mugshot feed located; request through the public-records process if releasable. |
| Charges | Jail may confirm a hold, but court records show filed charges after review. |
| Bond | Confirm with the jail or clerk because another hold can block release. |
| Status | Check jail, VINE, KOOL, and court records depending on the custody stage. |
County Jail vs State Prison
Floyd County Detention Center and Southeast State Correctional Complex are both in Floyd County, but they serve different custody systems. The detention center is the local jail for pretrial custody, short sentences, bond questions, local court holds, and county jail population reporting. SSCC is a Kentucky DOC prison for sentenced medium-custody male state prisoners. A person can have a Floyd County case and be housed outside Floyd County, and a person housed at SSCC may have been convicted in another county.
| Question | County Jail | State Prison |
|---|---|---|
| Who is held? | Recent arrests, pretrial detainees, short-sentence inmates, local holds | Sentenced Kentucky DOC prisoners |
| Local facility | Floyd County Detention Center | Southeast State Correctional Complex |
| Lookup route | Call jail, use VINE and court dockets | Use KOOL and the DOC facility page |
| Photos | No official public feed found | KOOL may show DOC photos for some offenders |
Floyd County Detention Facilities
Floyd County has two facilities that matter to inmate population searches. The order matters: local custody starts with the county detention center in Prestonsburg, while sentenced state prison custody in the county is handled by SSCC in Wheelwright.
- Floyd County Detention Center holds county pretrial detainees, short-sentence inmates, Class D inmates, parole violators, and other local jail categories reported to Kentucky DOC.
- Southeast State Correctional Complex is a medium-security Kentucky DOC prison for sentenced male state prisoners.
The official SSCC facility page gives the state prison's address, warden, population, staffing, budget, security level, and program overview.

That source is for state prison custody. It should not be used as a Floyd County jail roster.
State and Federal Inmate Search
KOOL is the Kentucky DOC locator for sentenced offenders. It can help when a Floyd County case has moved past county jail custody, when a person is housed at SSCC, or when a person convicted in Floyd County has been placed elsewhere in the state system. Kentucky VINE is useful for custody notification and status checks. The Federal Bureau of Prisons inmate locator covers federal prisoners after BOP custody, not most new Floyd County arrests. ICE ODLS covers immigration detainees and no ICE detention center was found in Floyd County.
Federal pretrial custody may also involve the U.S. Marshals Service before a person reaches BOP custody. The research found no BOP prison in Floyd County and no current DOC weekly report federal count for the Floyd jail on June 4, 2026.
